Mean Time Development was founded in 2019 when our CEO, Russell, recognized a gap in the market: few development companies could deliver rapid, cost-effective solutions for businesses looking to innovate without massive upfront costs.
We set out to create a boutique organization specifically designed for startups and companies looking to test prototype ideas and develop them into products—using a small team of highly skilled professionals who could react in an agile way to projects and adapt our development approach as needed.

We took our first client on board in October 2019. With our CTO James's background spanning over 20 years in the industry—including 10 years as CTO for various companies—we brought exceptional problem-solving expertise and an ability to translate business requirements into technical solutions without getting lost in unnecessary technical details.
By 2020, after completing our first few projects, we expanded our team and began taking on larger, more long-term projects—helping clients from MVP stage to full product development. During this period, we also established a blockchain department to address the growing demand for this technology.

Ever since he was a child, James has been obsessed with technology and solving problems. After graduating with a degree in Computer Science and Management from the University of St Andrews, he began his career in software sales before transitioning into development. This blend of commercial and technical experience gives him a rare ability to navigate both sides of the product lifecycle — from business case to build.
As CEO of Mean Time Development Ltd, James works with startups and SMEs to develop MVPs and early-stage products, often stepping in as a part-time CTO to help shape strategy, architecture, and team direction. He has led and contributed to projects across fintech, aviation, health, blockchain, and AI, always with a focus on delivering lean, practical solutions quickly. His approach is rooted in balancing technical vision with commercial reality.
Claudio Fernandes
Claudio Fernandes is a technology entrepreneur and senior consultant with 15+ years of expertise in full-stack development, DevOps, and enterprise-scale Drupal solutions.
